thank you for reporting the bug and help making Ubuntu better.
I just reran the installation and it worked fine, so I have to assume it
has something to do with the local config.
I wonder if that might be related to any sort of old config still being around?
You could take a look with "dpkg -l tomcat7" if it is in rc state and if you
want purge it to get rid of the old config.
Also I couldn't found anything in the autoattached log, could you have a
look and attach systemctl status tomcat7.service" and "journalctl -xe"?
