Public bug reported:

ubuntu-gnome 16.10. When executing command gnome-control-center
printers, the GUI opens.  However, after the wifi printer is identified,
the message "Failed to add printer" is displayed.  Installing gnome-
control-center on ubuntu 16.10 also fails for the same reason.
