Precondition:
No SIM card insert the phone
Step:
1. Boot the phone for the first time.
2. Select English and press next
3. Check there no skip to proceed with "no SIM" page.
Actual result:
There no skip to proceed with "no SIM" page.
Expect result:
Should show the "no SIM" page via the welcome-wizard process.
