I think that this belongs to the class of bugs we discussed on ubuntu- devel recently[1].
The summary is: 1. ntpdate is deprecated 2. Various patches got polished, tested and provided to Debian but not yet picked up 3. We are unwilling to add more delta to Debian for a deprecated binary So if they are merged in Debian we will pick it up in the next Release, but unlikely do an SRU for it. Therefore, I'm marking this bug as Won't Fix for the ntp package in Ubuntu, and encourage users to use systemd-timesyncd instead.
