I think this may have lost in the noise of bug #1609745, and I'm
uncertain how to change the bug anymore to affect yakkety's to-be-kernel
instead of bisecting 4.4 functionality of the option which is a
different topic.
So this bug is now about that the fact that the 4.8.0-8.9 kernel from
ppa:canonical-kernel-team/ppa has lost the option
CONFIG_TOUCHSCREEN_ELAN in Ubuntu ("not set"), which is a regression
from 4.4 kernels where it was still enabled as a module. Remains unset
in 4.8.0-12.13.
Please enable it again, since in 4.8 the touchscreen functionality would
work pretty well, unlike in 4.4.
