hplip is in seeds (https://code.launchpad.net/ubuntu-seeds) but is included in
brackets so it is a recommends and not a dependency of ubuntu-meta packages.
It looks like hplip is a recommends since the edgy release.
I believe this is the correct behaviour because it should be possible to remove
the hplip package if people don't need it without removing ubuntu-desktop.
The question is if recommends of ubuntu-meta packages are installed by default
by the ubuntu installer ubiquity (desktop cd) and/or debian-installer
(alternate cd)?
