You have been subscribed to a public bug:

I am running:
Keystone V3 - charm revision: 260
heat charm revision: 97

With a novarc (which seems functional in other respects) lookin akin to:

export OS_AUTH_URL=http://XX.XX.XX.XX:35357/v3
export OS_USERNAME=admin
export OS_PASSWORD=awesome-password
export OS_REGION_NAME=awesome-region
export OS_USER_DOMAIN_NAME=admin_domain
export OS_PROJECT_NAME=admin
export API_VERSION=3

I am able to run "heat stack-list" with no issues. Though when
attempting to create a heat stack, progress seems to stop at the heat-
engine with the following being output in the heat logs:

2016-09-20 01:04:23.260 517889 ERROR heat.common.keystoneclient [req-
b3e8a8cf-54c1-4256-b00c-02417eb67bce - admin -

Domain admin client authentication failed

I will attach a full (sanitised) debug log of the stack creation.
