Bug #1621210 was originally a MIR request for the fonts-android source package, which was removed from main in Xenial when fonts-noto-cjk replaced fonts-droid as the default font for Chinese on the desktops.
So AFAICT, reverting the ghostscript change, i.e. recommending fonts- droid-fallback instead, would require a revival of that MIR request, so fonts-android is moved to main in 16.10. It's fully doable; there is no conflict or something like that.
