Public bug reported: The newer 4.8 kernel requires CAP_SYS_ADMIN or /proc/sys/kernel/perf_event_paranoid to be set to below 2 for --perf to work as a normal unprivileged user. The current error message is misleading as it states that perf is not implemented. Instead it should explain why perf cannot be used and the steps required to make it work as an unprivileged user.
