Next time, please log bug against the snapcraft project for greater
visibility.
In snapcraft 2.18 we introduced using debs as sources, but even with the nil
plugin this was possible.
I guess the only limitation left is the fact that you need to re-create the
initrd which I wish gets some time allocated for on the snapd team for that not
to be necessary anymore.
