You reported this bug against Ubuntu 16.04 which should be using a
version 4 kernel, now at 4.4.0.38. The apport info shows a kernel
version of 3.13.0-92.
Presumably you have updated several times since you originally reported
the problem. Which kernel version are you now using? Are you still
seeing a very slow start-up?
"uname -a" in a terminal window will report the current kernel version.
