- Rename package to libzmqpp4 as the ABI changed and the soname was bumped
- Bump the standards version to 3.9.7

- Remove the unneeded statically linked library archive
* Drop debian/patches/mkdir_before_install.diff
* Drop debian/patches/fix_1256886.diff
