I have now tried with the makedumpfile binary provided in the Ubuntu 16.10 OS.

root@powerkvm3-lp1:~# cd /var/crash/
root@powerkvm3-lp1:/var/crash# ls
201609270334 kexec_cmd
root@powerkvm3-lp1:/var/crash# cd 201609270334/
root@powerkvm3-lp1:/var/crash/201609270334# ls
vmcore.201609270334
root@powerkvm3-lp1:/var/crash/201609270334# which makedumpfile
/usr/bin/makedumpfile

root@powerkvm3-lp1:/var/crash/201609270334# dpkg -S /usr/bin/makedumpfile
makedumpfile: /usr/bin/makedumpfile
root@powerkvm3-lp1:/var/crash/201609270334# dpkg --list | grep makedumpfile
ii makedumpfile 1:1.6.0-2
     ppc64el VMcore extraction tool

Now I tried to use the same to extract the vmcore generated earlier.

root@powerkvm3-lp1:/var/crash/201609270334# ls -l vmcore.201609270334
-r-------- 1 root root 270746714112 Sep 27 03:36 vmcore.201609270334
root@powerkvm3-lp1:/var/crash/201609270334# makedumpfile -l -d 31
vmcore.201609270334 dump1
The kernel version is not supported.
The makedumpfile operation may be incomplete.
get_mem_map: Can't distinguish the memory type.

makedumpfile Failed.

But its still failing with the makedumpfile provided by latest Ubuntu
16.10 OS.
