Can you try to move ~/.config/monitors.xml away, reconfigure your
monitor using system settings and see what config is written in that
file/add it to the bug?

I would like to use 1366x768 for the laptop display and 1680x1050 for
the external monitor which should the to the left of the laptop display.

Removing `~/.config/monitors.xml` causes the desired (= maximal) values
to be picked as default after reboot, but the arrangement of monitors
isn't persisted. Saving the configuration in the display
arrangement/resolution dialog doesn't create `~/.config/monitors.xml`.
That the file isn't created or overwritten is probably the reason for
the behaviour.

I don't find `MonitorsUser.xml` with `locate`, so I naively assume that
it doesn't exist on the system neither.
