Your problem is not a CUPS bug but a problem with the proprietary driver
from Brother. See these lines in error_log:

First there is the
"/opt/brother/Printers/DCP1610W//cupswrapper/brcupsconfig4: not found".
Are you sure you installed both parts of Brother's driver? The LPD
driver and the CUPS wrapper? If not, install the missing package. If you
have everything correctly installed as described by Brother, this is a
bug in Brother's driver packages.
Another bug is that the filter
/usr/lib/cups/filter/brother_lpdwrapper_DCP1610W exits with a zero exit
status after having failed. This tell CUPS that the job succeeded and so
CUPS removes the job from the queue assuming that it got correctly
printed.
