Repository is not broken at all. The reason why, one no longer can
install obsolete dbgsyms package is becuase that kernel is obsolete
already, supperseeded by a newer one. This is normal during the
development of a release, old builds are unpublished straight away.
Pointing sources to a by-hash archive, or downloading debs manually from
a mirror or launchpad librarian are available alternatives. Note, there
is very small retention policy on the intermediate builds and depending
on disk space contrastrains these can be garbage collected quite
rapidly.
Please reproduce bugs with latest kernel available in devel pocket,
using daily ISO image builds whenever possible during development stages
of the distribution.
