`sudo systemctl enable mysql.service && sudo apt upgrade` worked for me.
Even though it works now, I would like to hightlight that I, like many
users, disable mysql auto start. My computer is a desktop not a server.
I expect to control over these kinds of app. I expect upgrade to work
with mysql.service disabled.
