For what I understand, looking the code, this is not a bug, and looking at the 
window better, it shows "100%=1 CPUcoreThread", so, if you have 200% on a 2 CPU 
system, it shows that the system is 100% idle.

If you have 200% idle in a 4 thread CPU, it means that your system is
being used in 50%.

That said, I think this is a 'work by design', although a little bit
confusing.
