Public bug reported:
With default Ubuntu settings it is only possible to create ~10-20
containers before hitting the "too many files open" problem.
See bug #16202192.
Unfortunately the actual error (too many files open) is hidden (I
couldn't find it *any* logs on the host or container). We (Juju) would
like better surfacing of the error so that we can report it to the user.
