Howdy! I'm the original reporter (via the bridged BZ system). I installed the new GLIBC packages:
ii libc6:ppc64el 2.23-0ubuntu4 ppc64el GNU C Library: Shared libraries ii libc6-dev:ppc64el 2.23-0ubuntu4 ppc64el GNU C Library: Development Libraries and Header Files And confirmed that I no longer see the hang of the test app. I've rolled the changes out to half a dozen other machines to get some runtime on the new libc more generally. So far it looks good.
