The reason this happens is because Debian actually removed the info
files from their package, and Ubuntu synced their bad changes. Marking
this as a duplicate of the bug I filed on this issue.
Once gutsy comes out, the issue will be somewhat moot, since I've
prepared an Emacs22 package that retains all of the info manuals.
