I don’t see why this is a design bug. Is there anything in the Notification settings design that would lead anyone to think that the list of apps should *not* include Messages? <https://wiki.ubuntu.com/Notification>
The only thing I can think of is that in the design for the “Sound” settings, the “Message received” list <https://wiki.ubuntu.com/Sound#line-129> is supposed to — but doesn’t currently — include a “None” option. Once implemented, that would be an alternative way of turning off message sounds, but not message bubbles.
