thank you for your report and your effort to make Ubuntu better.
I found that https://help.ubuntu.com/community/Smartmontools describes
that this is part of smart-notifier.
It doesn't seem to come with much of a config, and the following just calls it
(python script):
/etc/smartmontools/run.d/60smart-notifier
That is triggered whenever smart wants to send a report.
So despite the notifier being a different package the issue is in smart
itself and why it still scans the not available disk.
The default config seems to rescan each invocation.
"DEVICESCAN -d removable -n standby -m root -M exec
/usr/share/smartmontools/smartd-runner"
Did you since then fully reboot or restart to let it rescan?
If not "service smartmontools restart" might help to rescan.
Might you have some disks configured in any of
"/etc/default/smartmontools" or "/etc/smartd.conf"?
