Public bug reported:
If you install monodevelop (e.g. via apt install monodevelop) and open a
.NET 4.0 or 3.5 project in it, monodevelop is not able to compile it.
(Workaround is to change the project to .NET 4.5.)
Proposal:
Add `mono-reference-assemblies-4.0` package to "Recommends:".
