I found that my tex installation worked fine without having fixed that bug. It just gave an annoying message after each update, but everything worked fine. I suspect that uninstalling the TeX distribution and then reinstalling it might fix the problem. Things worked OK, except for the annoying update message even after a subsequent upgrade to 14.04. At present, I am not using that laptop at present, since I bought a new one a couple of years ago.
