For me the DNS server is also not configured properly. I'm using Ubuntu 16.10, NetworkManager OpenVPN plugin, I have specified the DNS server in the IPV4 tab explicitly, yet it is apparently not used to resolve addresses. The DNS server itself works when asked from "host". The VPN's "Use this connection only for resources on its network" is unchecked.
