Lubuntu 16.10 desktop ISO does not work without internet connection. The ISO does not contain /pool with additional packages.
If you compare http://cdimage.ubuntu.com/lubuntu/releases/16.10/release/lubuntu-16.10 -desktop-amd64.list with http://releases.ubuntu.com/yakkety/ubuntu-16.10 -desktop-amd64.list, e.g. /pool/main/g/grub2-signed/grub-efi- amd64-signed_1.74+2.02~beta2-36ubuntu11_amd64.deb is missing. IMHO the advantage of a smaller ISO cannot compensate the drawback of a necessary internet connection.
