@raharper I installed the packages from your PPA on 16.04 and I can confirm that "IPSEC/IKEv2 (strongswan)" option is now present in nm- applet.
But I'm not sure how can I configure L2TP VPN like this http://freel2tpvpn.com/ This VPN (as well as our company one I need to use) has short secret but the nm-applet enforces that pre-shared secret must be at least 20 characters long.
