Public bug reported:

Hotspot SSID name should be customized per device and not always use
"Ubuntu" as default. The reason is that APs with the same name and
authentication method are considered by the WiFi standards to belong to
the same network.

This makes that when we have two Ubuntu phones with hotspot activated,
clients try to roam between them. Having an unique identifier should be
easy to do, maybe by mangling some MAC bytes.
