Step to reproduce:
1. # snap install hello # say install rev 20
2. # snap refresh hello --beta # say install rev 29
3. # snap revert hello # revert to rev 20
4. # snap refresh hello --beta
Expected result (some message like):
You have snap rev 29 (hash XXXX) already installed, and the snap you are
refreshing to is also rev 20 (hash XXX). So we can't refresh to it.
Currently the effect revision is rev 20. You might want to "snap revert
hello --revision 20" to make rev 20 the effective one.
Current result:
error: cannot refresh "hello": snap "hello" has no updates available.
