Public bug reported:

on the pi3 the wlan0 does not come up on first boot ... 
rebooting shows it in console-conf and i can configure it but it will time out.

rebooting a third time brings up the board properly connected to the
WLAN, the IP is shown in console-conf and i can ping the board from the
outside.

since i can not progress to the user creation without having the network
config applied again i go to "Done" and hit enter ...

the ping immediately stops and the network never comes back ...
rebooting again gets me the same, network is properly up on boot until
console-conf tries to apply the config again.
