Since there isn't enough information in your report to differentiate between a local configuration problem and a bug in Ubuntu, I'm marking this bug as Incomplete. At the minimum it would be good to get the output of the above two commands to help diagnose what is breaking. I was unable to reproduce this in a 16.04 container with `apt install clamav clamtk`. At the very least it would also be good to know what you did to get into the state.
