I have tested and it does fix the issue after successfully patching it in Budgie Desktop universe & Gnome shell. My temporary fixed mutter package is here including patch : https://launchpad.net/~udara/+archive/ubuntu/mutter-patch After adding and updated successfully fixed the issue in Ubuntu Zesty Zapus with latest Budgie Desktop.
