I was unable to reproduce this; I'm guessing it's specific to local
modifications to the puppet configuration files. When I did the `do-
release-upgrade -d` from 16.04 to 16.10 in a LXD container, I get a
prompt during the upgrade that there are local modifications to
/etc/puppet/puppet.conf. I also note that puppet in 16.10 has 'Breaks:
puppet-common (<< 4.5.1-1)'.
Here is what i get from the dist-upgrade log:

Y or I : install the package maintainer's version
N or O : keep your currently-installed version
D : show the differences between the versions
Z : start a shell to examine the situation
The default action is to keep your current version.

Finally, the output:

is rather confusing, as puppet-common 4.5.2-1ubuntu1 does *not* contain
/etc/puppet/puppet.conf.
