The issue in my case is caused by the fact that `ftp` user cannot be
created during vsftpd installation (due to permissions) but an ftp user
exist in ldap database. When uninstalling vsftpd, it fails to delete the
ftp user as it does not exist locally. So, I guess it's a vsftpd bug
actually.
