Just happened to me too on Ubuntu 16.04.1 LTS x86_64 with kernel 4.4.0-45-generic and update-manager at version 1:16.04.4. My connection is reliable, my old Core2 Quad is less, but I've seen very broad jumps in percentages of a few packets (google-chrome-stable, nvidia-304 and liboxideqtcore0, all above 30Mb each). The thing happened after my pc froze (as I said, the hardware is not reliable anymore) so maybe update- manager was just downloading and rehashing the partial files at the same time, is this a reasonable explanation?
