Public bug reported:

snapd autopkgtests currently depend on ppa:snappy-dev/ubuntu/image to be
populated in some way (so that it has a Release / InRelease file). This
breaks on new releases (zesty would previously fail due to no packages
being published for that release in the PPA).

Furthermore, this appears to me as risking to introduce unexpected
behavior in the tests -- in some cases, tests may show false positives
and successfully be promoted from -proposed due to the use of extra
packages from the PPA which may fix the issue. Similarly, one could
expect false negative due to the use of packages not from the official
release.
