you can manually config applet at ~/.config/lxpanel/Lubuntu/panels/panel
section Plugin type=weather
with such config:

city=Kharkiv
state=Kharkiv Oblast
country=Ukraine

units=c
interval=15
enabled=1
}
appropriate values you can find with similar request:
