Ah, I'm guessing that's Ubuntu policy. I can understand not making it possible for a migration from 15.10 since it's EOL so that might be impossible(!), but I'm guessing theoretically it could be done as an SRU for a migration from 14.04.5 LTS... I'm guessing there's other things to work on, but it's not particularly user-friendly not to fix the bug here.
