I can confirm this bug. I was trying to install Lubuntu 16.10 (32bit) on older HP Compaq nx7300 laptop.
Installation wasn't finished because of error in grub installer, it said something like: grub-pc failed to install into /target/ I was installing from usb flash disk (made with rufus), first I suspected on faulty usb image, so I've burned lubuntu 16.10. image on CD and booted from it. Nevertheless installation failed the same way.
