I can confirm this bug.

I was trying to install Lubuntu 16.10 (32bit) on older HP Compaq nx7300
laptop.

Installation wasn't finished because of error in grub installer, it said 
something like:
grub-pc failed to install into /target/

I was installing from usb flash disk (made with rufus), first I suspected on 
faulty usb image, 
so I've burned lubuntu 16.10. image on CD and booted from it. 
Nevertheless installation failed the same way.

Installation of lubuntu 16.04 succeeded both from CD and usb flash disk.
