- Replace obsolete dpkg option '--print-installation-architecture'

- Download DEP-11 files in component/dep11 directories (LP: #1550852)
- Support non-existing .gz index files (Closes: #819974)
- Just test that config file is readable (Closes: #824493)
* Drop indirect dependency perl-modules
* Bump Standards-Version to 3.9.8 (no changes needed)
