So while occuring when nginx is updated the reason is in postgres/voipmonitor or more likely some manual config to it. Did you make any changes or add out-of-archive software to any of those postgres/voipmonitor? If both came "just out of the packages" please share any details on those regarding your setup that could be related. Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
