I have not been able to reproduce this on a Debian (jessie or sid) or
Ubuntu (xenial) virtual machine prepared according to the instructions
in autopkgtest-virt-qemu(1), even after reducing the pending_fd_timeout
limit from 150000 (2.5 minutes) to 150 (150ms) with this configuration
in /etc/dbus-1/system-local.conf:

<busconfig>
  <limit name="pending_fd_timeout">150</limit>
</busconfig>

This is with 4 parallel loops repeatedly logging in via ssh, currently
at around 280 logins each.

Is there something special that is needed in the OS image to exhibit
this failure mode?
