Public bug reported:

Ubuntu 16.04.1 LTS
ceph version 10.2.2 (45107e21c568dd033c2f0a3107dec8f0b0e58374)

I'm trying to create OSD with command
ceph-deploy osd prepare ceph-node1:dm-2
ceph-deploy osd activate ceph-node1:dm-3

but on activation step it fails with:
** ERROR: error creating empty object store in /var/lib/ceph/tmp/mnt.MuFKyJ:
(13) Permission denied

As a result I have 1 OSD in but it's down.

I tried to do it manually and it ends with exact same result.
My disk is multipath device /dev/dm-2 which partitions are visible as dm-3 and
dm-4 (journal)

I can reproduce it on 3 different machines, with same versions of both
ubuntu and ceph, also hardware is the same.

I'm attaching full log from OSD creation.

** Affects: ceph (Ubuntu)
     Importance: Undecided
         Status: New

** Attachment added: "Full log from creation of OSD (zap, prepare and activate)"
