Hi Set,
I could not reproduce this with the latest Zesty (1704) ISO. Feel free to try 
the latest Daily and see if it is fixed for you.
I chose Danish for the install, Copenhagen and Danish for the keyboard during 
the install. After a reboot into the system, choosing Settings > Keyboard from 
the menu, the only keyboard layout was Danish. Typing in Mousepad, the right 
keys typed the right Danish characters.
So then I ran $ sudo dpkg-reconfigure keyboard-configuration, and chose all the 
Swedish options. After a reboot, choosing Settings > Keyboard from the menu 
showed that Swedish was the default keyboard layout. Typing in Mousepad, I got 
the Swedish characters for the right keys.
