https://bugs.launchpad.net/debian/+source/ifupdown/+bug/1629972 appears related to the shutdown side of things, though I'm not doing anything cloud-y at the moment. Comment 4 in that bug seems to indicate that doing iSCSI on the main interface, or at least one configured dynamically, is frought with peril and not recommended. Ideally my environment would be doing iSCSI on a separate internal interface anyway, so while this may still be a bug, it's enough of an edge case that I can probably work around it.
