Public bug reported:

The fix for bug 1621629 was incorrect in that it will try to process
every download again in the event that there is one failed hook file.
This is illustrated by the new test test_only_retry_failure test in
test_package-data-downloader.py.

This was fixed during the development of yakkety, but xenial is still
affected by this bug e.g.
