Closing this bug as there's nothing LXD can do about this.

Sbuild itself could possibly be changed to work inside unprivileged
containers (by bind-mounting device nodes instead of creating them).

If that's not acceptable or doable by sbuild upstream, then there's
little we can do since that failure is caused by a critical kernel
security feature.
