I can reproduce this with the 2.16 release of snapd. It looks like its
loosing the "snap-id" on disable/enable.
However with the 2.17.1 release available in xenial-proposed and
yakkety-proposed this bug is no longer reproducible. The fix is part of
the 6930f996dc7fd42a1ca610fe0fcfa1b7a20f24c9 commit (sideinfo got
dropped on Enable).
