Yes, that result is unexpected. So it sounds like v4.9-rc5 without the patches is still bad, but adding the two patches fixes the bug.
I built another -proposed Yakkety test kernel with those two patches. It can be downloaded from: http://kernel.ubuntu.com/~jsalisbury/lp1626436/yakkety-proposed-patched It may be that 4.9-rc5 has additional commits that are also needed.
